Philippe advises boards and senior executives of banks, insurers, asset managers, investors and corporates on strategic, regulatory and institutional matters across EMEA. With more than 25 years of experience spanning financial services, investment, business transformation, AI and regulation, he brings first-hand insight into both the commercial and institutional dimensions of complex strategic situations.
His career spans senior roles at the French Financial Markets Authority (AMF), the French Treasury, the French Permanent Representation to the EU, Crédit Agricole, AXA and Roland Berger. At the AMF, he supervised capital markets transactions including IPOs, M&A, debt and equity issuance, before serving as Chief of Staff to its Chairman and Secretary General. At the French Permanent Representation to the EU, as Financial Counsellor, he negotiated and contributed to shaping key European financial services legislation, including AIFMD, EMIR, MiFID/MiFIR, ELTIF, CRA, CRD and UCITS, while also participating in negotiations addressing the euro-area sovereign debt crisis and European economic governance.
Fluent in French, English and German, he holds (post)graduate degrees from Paris Dauphine University - PSL, Sciences Po (Paris), Panthéon-Assas and LMU (Munich), as well as being a qualified lawyer from the Paris Bar School.
